Because
GPS does not observe daylight savings time.
GPS time is always in UTC. Just change the time zone on the watch manually.
Of course in theory the watch could know about daylight savings time, just like most modern operating systems. It's not as simple as you might think though, since the change happens (or doesn't) at different times in different regions of the world.
