What does w/out HR monitor mean?

What does w/out HR monitor mean? Does it mean that the watch is not capable of monitoring ones heart rate? Or does it mean that the HR belt is not included? If its the later, is it possible to use a Polar HR belt instead of the Suunto belt?

It just means it does not include the HR monitor strap. Some people already have the strap.
